WASHINGTON—January 6, 2025—The Semiconductor Industry Association (SIA) today issued the following statement regarding the Biden Administration’s plans to issue an interim final rule entitled “Export Control Framework for the Advancement of Artificial Intelligence.” . This potential regulatory action is expected to impose global regulations and onerous licensing requirements on exports of U.S. advanced integrated circuits.
“SIA and its member companies share the U.S. government’s commitment to protecting national security. However, we are deeply concerned by the unprecedented scope and complexity of this potential regulation. Potential regulations would be developed without industry cooperation and could significantly undermine U.S. leadership and competitiveness in semiconductor technology and advanced AI systems.
“We respectfully caution against making such rapid and drastic policy changes during this period of transition without meaningful consultation with industry. We urge the Administration to issue proposed rules or hand over the policy-making process to the incoming Trump administration to ensure government and industry leaders have an appropriate opportunity to carefully address this issue with global partners. An important issue.
“We stand ready to engage with the U.S. government on how to most effectively achieve our national security goals in a targeted manner while ensuring our nation’s businesses continue to compete and win globally. It’s done.”
