NEW DELHI: India will set up its first national security semiconductor foundry to supply semiconductors to the US military, allied forces and the Indian Defence Forces. The announcement follows a landmark agreement between India and the US and was detailed in a joint fact sheet issued after a meeting between Prime Minister Narendra Modi and President Joe Biden in Delaware.
“President Biden and Prime Minister Modi welcomed the groundbreaking deal to establish a new semiconductor foundry focused on advanced sensing, communications and power electronics for national security, next-generation communications and green energy applications,” said a joint fact sheet issued after the meeting read out on Sunday.
“The factory, which will be set up for the manufacturing of infrared, gallium nitride and silicon carbide semiconductors, is being made possible in support of the Indian Semiconductor Mission and a strategic technology partnership between Bharat Semiconductor, 3rdiTech and the US Space Command,” the fact sheet added.
The leaders also commended joint efforts aimed at promoting a resilient, secure and sustainable semiconductor supply chain.
A notable example is GlobalFoundries (GF) setting up the GF Kolkata Power Centre in Kolkata, which will strengthen mutually beneficial relationships in chip manufacturing research and development, paving the way for breakthroughs in zero and low emission vehicles, connected cars, Internet of Things devices, AI and data centres.
The two leaders also welcomed recent private sector collaboration in emerging technologies. IBM recently signed a Memorandum of Understanding with the Government of India which will enable IBM’s Watsonx platform to be deployed on India’s Airawat supercomputer.
The partnership will foster new AI innovation opportunities, strengthen research and development collaboration on advanced semiconductor processors, and enhance support for India’s national quantum mission.
The two leaders expressed appreciation for the progress made following the Memorandum of Understanding (MoU) signed in November 2023. The MoU, signed between the Ministry of Commerce and the Ministry of Industry and Commerce, aims to strengthen the innovation ecosystem of the two countries under the “Innovation Handshake” agenda.
“Since then, the two parties have hosted two industry roundtables in the US and India, bringing together startups, private equity and venture capital firms, corporate investment arms and government officials to build connections and accelerate investment in innovation,” it added.
The Leaders welcomed the progress towards the first joint NASA-ISRO mission to conduct scientific research on the International Space Station in 2025, appreciated the efforts and exchanges under the Civil Space Joint Working Group, and looked forward to further avenues of cooperation at their next meeting in early 2025. The Leaders pledged to explore opportunities for joint innovation and deepen strategic cooperation, including exploring new platforms in the civil and commercial space sector.
“India is focused on minimising conflict and division, leveraging democratic values while pursuing development goals, highlighting the role of technology and the digital revolution in bringing about good governance and essentially repurposing the disruptive nature of technology for good purposes,” External Affairs Minister Vikram Misri said at a special briefing on Prime Minister Modi’s US visit.
According to the foreign minister, these themes were also reflected in the bilateral talks in Delaware. Misri noted that technology was a central focus in both the bilateral and multilateral talks, as highlighted in the Quad fact sheet and joint statement with the US.
“At today’s multilateral meeting, Prime Minister Modi underlined India’s approach to cooperation, contacts and engagement with various partners in the Indo-Pacific region for growth. It was inspiring to hear other Quad leaders acknowledging India’s actions,” the foreign minister added.
