WASHINGTON—January 17, 2025—The Semiconductor Industry Association (SIA) today issued the following statement from SIA Chairman and CEO John Neufer, acknowledging the series of CHIPS and Science Act agreements announced by the U.S. Department of Commerce. We applaud and support:
We will build a new factory in California for Infinera and a new advanced packaging and testing facility in Pennsylvania. Expanding Corning’s high-purity fused silica and Extreme ULE glass manufacturing facility in New York. Building a new state-of-the-art dry vacuum pump manufacturing facility in New York for Edwards Vacuum, expanding GlobalFoundries’ New York facility to enable fully integrated wafer manufacturing and advanced packaging.
“We congratulate the Infinera, Corning, Edwards Vacuum, and GlobalFoundries agreements announced today that address key gaps in the U.S. semiconductor supply chain and strengthen domestic manufacturing capacity and resiliency. It would help expand its share in semiconductor manufacturing, promote U.S. technological leadership, and protect the U.S. economy and national security.
“A globally competitive U.S. semiconductor industry allows us to meet global challenges, revitalize our economy, strengthen our national security and lead the technology race in the 21st century. As we look to the future, it will be critical that we support the semiconductor industry with smart government policies to help it operate faster at home and abroad. We welcome the opportunity to continue working with government leaders to address the nation’s greatest challenges.”
The CHIPS Act is on track to strengthen U.S. manufacturing, create jobs, foster economic growth, and promote national security. CHIPS Act Manufacturing Incentives Driven Significant Investment Announcements in the U.S. In fact, since the CHIPS Act was introduced and enacted into law, companies in the semiconductor ecosystem have announced 90 new projects in 28 U.S. states. It was approved during the first Trump administration, with total private investment amounting to hundreds of billions of dollars. These announced projects will create more than 58,000 jobs in the semiconductor ecosystem and support hundreds of thousands of additional jobs across the U.S. economy.
A report by SIA-Boston Consulting Group released last May predicted that the United States will triple its domestic semiconductor manufacturing capacity from 2022, the year CHIPS was enacted, to 2032. The projected growth rate of 203% is the world’s largest projected percentage over this period. The report also projects that the United States will account for more than a quarter (28%) of total global capital investment (capex) from 2024 to 2032.
The U.S. Department of Commerce previously announced incentives for various companies and projects that will help strengthen the U.S. semiconductor supply chain.

The Semiconductor Industry Association (SIA) is the voice of the semiconductor industry, one of America’s top export industries and a critical driver of America’s economic strength, national security, and global competitiveness. SIA accounts for 99% of the U.S. semiconductor industry by revenue and nearly two-thirds of non-U.S. semiconductor companies. Through this collaboration, SIA works with Congress, governments, and key industry stakeholders around the world to promote semiconductor manufacturing, promote policies that foster innovation, advance business, and foster international competition. We aim to strengthen design and research leadership. For more information, please visit www.semiconductors.org.
